Grass Isn't Greener in Moscow

Add another item to the list of reasons Moscow was a bad choice for the Champions League Final.  The newly-laid grass surface at the Luzhniki Stadium is fitting like a cheap toupee, leaving concerns about the quality of the pitch for Wednesday's game. Whose idea was it to play this game in Russia?
